The Only Way to Block Noise?

To block a very noisy upstairs neighbor who is almost always home and up at odd hours, renovations happening beside and above me, construction in the lot next door and living by a main road and flight path, the only thing I found that blocks out the noise is layering reusable earplugs under noise cancelling headphones and then turning something like this

Oh, I use Skullcandy Hesh noise cancelling headphones.
