First > open 7cups > Go to "Communities" section > look for "PenPals" community > Than in that community you can 'create a thread' > on the 'Title' section > tag the username if the member with whom u wanna talk with, for example - " Chat between @_____ (your username) and @_____( the member you're chatting with) please don't readd or upvote." and than continue chatting inside that thread.
It's not exactly like a private 1-1 chat but rather in forums, where you can tag each other and converse. Hope it helps! <3
