Yes, because you are believing in a higher power. The exact definition of both, help explain a lot too. Spirituality- the quality of being concerned with the human spirit or soul as opposed to material or physical things. Witchcraft- the practice of magic, especially black magic; the use of spells and the invocation of spirits. Both are dealing with higher powers beyond our human existence.
Yes, witchcraft is considered a form of spirituality because it often deals with the mind and your philosophies, often shared with most religions as well. Often times, in my own experience, witches believe in the altering of reality through a higher power. This sort of belief (that the universe can be altered by human forces) is often classified as a spiritual belief. The idea that a human is able to make cosmic effects on the universe is inherently taking the form of spiritual forces, hence, why it is considered a spirituality. I hope this makes sense and answers the question correctly.
