In my country when I was a kid there were similar kinds of coupons entitling someone to buy (not without paying) some goods which were then scarce on the market, like sugar, meat, chocolate, alcohol, fuel... Certainly with no HelloKitty-like motive 😆
Self-love and motivation may highly depend on myself.
As for money - that becomes more questionable.
The supply of things like hugs and companionship seem to be even more out of our control.
