I see. Talk to your ex and clear to her that you wanted to start over again. It looks like that she still likes you. Talk to her and give her time to decide and whatever her decisions, you have to respect it.

She is playing you, and you accept it. It's about standards, really. She has low standards apparently, and you clearly made some compromises, to keep staying near her (no relationship is possible, except in areas where standards are met, by both) Why would anyone treat you like she does? Clearly she is either very selfish, or very irresponsible, or both. Would you act like her with your perfect partner, lets say? Think about it. Why would you create so many problems inside your partner, if you truly love them? And why would you need two partners like she seems to want? Decide really what you want from a relationship first, decide how you would like your partner to behave and treat you, then start focusing on that. If you truly are a match with her, then she will come back and continue with you. If not, then be thankful, you are winning time and avoid lots of pain this way, by letting her go else where.
