Bullies think the quiet kids won't speak up and tell, they won't fight back and probably many more reasons.
Bullies are often insecure them self and pick on others to help ease that insecurity that they are feeling.

Because they are having insecurities about themselves, and they try to vent it out on someone who wont fight back
Because bullys know that the quiet folk will not fight back. The bully knows tjat the quiet people will not do anything to stop them from doing what they do.
